Real Estate Market Update - July 2010
I hope you are all enjoying the glorious summer! The real estate market has slowed down after a brisk first half of the year which saw an increase in homes sales up 23% over the first half of 2009. The average price of a home for the month of June also increased, up 8% compared to June 2009. However, the number of homes sold for the month of June was down 23% over June 2009. This is a sign that the market will likely continue to slow down for the rest of the year. The result will be downward pressure on the average sale price which has been increasing steadily for over a year. This is great news for home buyers as that they will have more selection to choose from, without the pressure of having to act quickly and pay top price for a home. The HST also took effect July 1st which has no real bearing on the resale market as HST is not charged on re-sale homes. HST is only charged on brand new homes, however, rebates are available through the government. The 13% HST also applies to real estate commission that a seller would pay, and also on the buyer’s and seller’s legal fees for real estate closings. Real Estate News Update

The Government of Canada has taken action to strengthen housing financing in Canada. The Honourable Jim Flaherty, Minister of Finance, recently announced a number of measured steps to support the long-term stability of Canada’s housing market. The steps are new borrowing guidelines for government-backed insured mortgages, which should help prevent negative trends from developing when higher interest rates occur in the future. It is important to protect the financial future of all Canadians when it comes to home ownership.

Here are the new guidelines which take effect on April 19th, 2010
- all borrowers must meet the standards for a five-year fixed rate mortgage even if they choose a mortgage with a lower interest rate and shorter term
- the maximum amount Canadians will be allowed to withdraw when refinancing their mortgages will be reduced to 90 per cent from the current 95% of the value of their homes
- a minimum down payment of 20 per cent will be required for non-owner occupied properties purchased for speculation
- effective April 9th, self-employed individuals who have been self-employed less than 3 years are required to provide a minimum of 10 per cent down payment and must provide full documentation backing up their income in the way of the average of 2 years of Notice of Assessments.

Incentives still in effect for buying a home with no changes
- Minimum Down Payment ~ 5 per cent (upon qualifying terms) - Home Buyers Plan ~ $25,000. tax-free withdrawal from your RRSP (repayable over 15 years) - Land Transfer Tax ~ refund for first-time home buyers (upon qualifying terms) - Extended Amortization ~ up to a maximum of 35 years
